NCUA Examiner's Guide — Supervisory Committee

This is the internal manual NCUA examiners use to evaluate your committee during an exam. Reading it tells you what an examiner will actually be checking for, in the examiner's own words, instead of you having to infer it from the regulation alone.

NCUA publishes its Examiner’s Guide publicly, and the Supervisory Committee chapter is what examiners use when they assess whether your committee is meeting its oversight role. It covers composition and independence requirements, the committee’s core responsibilities, the different types of audits a credit union can choose between, and the specific steps an examiner works through — including what workpapers and records they expect the committee to have on hand.

It’s worth a read before your annual audit or before an exam. If you can walk through the same points an examiner does and explain your committee’s answers, you’re in reasonable shape. The guide is organized into several linked sub-pages (responsibilities, audit types, exam procedures, workpapers) rather than one long document, so budget time to work through the section as a whole rather than a single page.
